In Yang, it seems to me that if the information was not being satisfactorily provided because the manager of the County was unable or improperly informing himself, a fair reading of both rules 31.03(2) and rule 30.10(2) would have been to permit the order under those rules. Likewise, in Tulsa v. Walsh a fair reading of rule 31.10 would have been to permit the order to be made, as Sutherland J. in fact said.
