The Association, relying upon ICBC v. Yuan, 2008 BSCS 1703, at para. 21-23; appeal dismissed 2009 BCCA 279, says that time runs from the alleged contravention. It says that the July 2016 Notice was not a new act of discrimination and does not form a continuing contravention of the May 2015 allegation.
