The penalty must address the harm that the Licensee’s misconduct has done. It must serve the fundamental purpose of maintaining the reputation of the legal professions as ones in which “every member, of whatever standing, may be trusted to the ends of the earth”: Bolton v. The Law Society, [1993] EWCA Civ 32 at para. 15.
