Is a fine for gross misconduct sufficient to deter future misconduct?

Ontario, Canada

The following excerpt is from Law Society of Upper Canada v. Comtois, 2017 ONLSTH 140 (CanLII):

In Law Society of Upper Canada v. MacTavish, 2013 ONLSHP 68 (CanLII), the panel held that a fine is important for specific deterrence in a case in which the licensee is not practising. In that case, the licensee had shown remorse, signed an agreed statement of facts, and there were personal difficulties that explained, to some extent, the misconduct.
