As set out in Law Society of Ontario v. Oti, 2018 ONLSTH 129, when the licensee is already administratively suspended, the penalty of a suspension will not have full force and effect unless it is commenced after all other suspensions are satisfied. Conditional fines are also common in cases where a respondent's non-co-operation has continued for a lengthy period and/or when the licensee is administratively suspended.
