In dealing with this ground of review, I would not isolate the end of the last sentence in para. 146 of the Original Decision. The question for me as the reviewing judge is whether the decision, viewed as a whole in the context of the record, is reasonable: see Construction Labour Relations v. Driver Iron Inc., 2012 SCC 65.
