I do not consider this reason to be a good excuse for having missed this deadline so significantly. I quote from the court’s comments in Rockwood Community Association v. HRM 2011 NSSC 91: “The 25 day time limit should not easily be displaced without a significant excuse or reason for the delay.” I do not consider that what was done here is a reasonable excuse for the delay of 6 months.
