In an unreported decision of Master Polika in Rasekhi-Nejad v. The General Accident Assurance Company of Canada, on March 22, 2004, he stated at paragraph 20 that: “In my view dismissal of an action is a decision of last resort. A stay of proceedings, depending on the applicable facts, generally would be more appropriate.”
