What is the test to interpret the California Civil Code of Civil Procedure when it comes to language, history and policy considerations?

Because the language of the statute is clear, we need not resort to legislative history or policy considerations as a guide to interpret the statute. We nevertheless address Appellants arguments on these topics to " test our construction against those extrinsic aids that bear on the enactors' intent. " ( Day, supra, 25 Cal.4th at p. 274, 105 Cal.Rptr.2d 457, 19 P.3d 1196, quoting Powers v. City of Richmond (1995) 10 Cal.4th 85, 93, 40 Cal.Rptr.2d 839, 893 P.2d 1160.)
