The constitutional question implicated in this case, on the other hand, is harder than it seems. To determine whether a law impermissibly infringes Second Amendment rights, we must ask whether the challenged law burdens conduct protected by the Second Amendment, and if so, we apply a level of scrutiny that corresponds to the nature and degree of the burden.
