The following excerpt is from Cannon v. State Bar, 275 Cal.Rptr. 433, 51 Cal.3d 1103 (Cal. 1990):

We will consider the five matters in turn, summarizing the review department's findings as to each and evaluating petitioner's objections to the findings. In doing so, we independently review the evidence and pass on its sufficiency, but we give great weight to the review department's findings, especially when they are based on conflicting testimony.
