The following excerpt is from Rivers v North Vancouver (District), 2020 BCSC 1050 (CanLII):

That definition requires both responsibility for and control over the condition of the premises, the activities occurring there, and the persons allowed entry to the premises. As noted in Chamberlain v. Jodoin, 2012 BCCA 108, at para. 30, the components of the second definition are conjunctive.
