What are the reasons for a custodial parent’s intended “move away”?

Manitoba, Canada

The following excerpt is from Inscho v. Inscho, 2010 MBQB 90 (CanLII):

The reasons for a custodial parent’s intended “move away” is, according to Gordon v. Goertz, supra, to be considered only in exceptional cases where it is relevant to a parent’s ability to meet the needs of the children. Here this mother’s reasons for seeking permission to move to Kingston with the children have to do with her ability to meet her needs and theirs and to provide for the family unit. She says that the family’s income is and has been insufficient to support their lifestyle particularly since she left the work-force in 2007. An examination of the family debt as reported on each of these parties’ financial statements clearly demonstrates that they have been living beyond their means for some time. Both now recognize that the home in Steinbach will have to be sold, sooner rather than later, and that there will thereafter remain substantial levels of debt for them to manage.
