Section 718 of the Criminal Code states that the fundamental purpose of sentencing “is to contribute…to respect for the law and the maintenance of a just, peaceful, and safe society.” This is to be achieved by imposing sentences which have, among others, the objectives of separating offenders from society, where necessary; of denouncing unlawful conduct; of general deterrence; of rehabilitation; and of promoting a “sense of responsibility in offenders, and acknowledgement of the harm done to victims and the community.” In Tapia v. United States, No. 10-5400 (U.S.S.C.), it was noted that “retribution, deterrence, incapacitation, and rehabilitation--are the four purposes of sentencing generally.”
