More recently, in Jones v. Delta, supra, Goldie J.A., one of the majority, observed at p. 41: One of the objects of judicial intervention in municipal government has been to make the public hearing process meaningful. In my view, it would be regressive to hold that a municipal council could not direct its planning staff to address matters of detail without a requirement of a still further public hearing. Such a public hearing could only serve to derogate from the legislative and executive responsibilities of municipal councils.
