The penalty typically awarded in a summary hearing where the licensee has no discipline history and has not completely responded before the hearing is a one-month suspension and an indefinite suspension until the response is complete. In addition, where it appears the licensee will not be returning to practice, a fixed fine is ordered so there will be a punishment that affects the licensee, and a conditional fine (payable only if the response is not complete by a certain date) is ordered to give the licensee an incentive to complete the response.
