More recently our Court of Appeal confirmed the Maskill starting point in R v. Rahime, 2001 ABCA 203. Although Rahime recognized that there is no bar to a conditional sentence, the starting point sentence for an offender with no significant record, in the case of commercial trafficking in cocaine on more than a minimum scale, is three years.
