What is the relevant information required for a human rights analysis of a complaint?

Canada (Federal), Canada

The following excerpt is from Barker v. Health Canada, 2007 PSST 39 (CanLII):

The complainant submits further that the requested information is relevant since the qualifications of the other candidates, particularly the successful candidate, will need to be considered for the purposes of the human rights analysis of the complaint. The complainant relies on human rights caselaw such as Israeli v. Canadian Human Rights Commission (1983), 4 C.H.R.R. D/1616, in support of his submission that this information is required for the purposes of meeting his burden of proof with respect to the complaint.
