In the circumstances, it is not necessary for me to consider the costs application. However, I note that costs do not follow cause in human rights complaints. Pursuing a belief that one has suffered discrimination, but which is ultimately found to be unsubstantiated, and results in the dismissal of a complaint, does not constitute improper conduct: Bains v. Metro College et al, 2004 BCHRT 7, para. 15.
