[69 Cal.App.4th 103] However, the court additionally held that the controversy became moot by virtue of an election in which the referendum measure carried overwhelmingly. (Chase v. Brooks, supra, 187 Cal.App.3d at pp. 659-660, 232 Cal.Rptr. 65.) The fairness of the election itself was not challenged; the ballot measure and accompanying material sufficiently informed the voters of the breadth and complete contents of the challenged ordinance.
