Is a home inspector responsible for failing to provide a reasonable visual inspection?

Alberta, Canada

The following excerpt is from Semeniuk v. Key Home Inspections Ltd., 2013 ABPC 254 (CanLII):

Typically, a home inspection is general in nature and limited to a visual inspection. Therefore, a home inspector cannot be held responsible for a problem that is not readily apparent by a reasonable visual inspection: Seltzer-Soberano v. Kogut, [1999] OJ No 1871 (Ont SCJ) at para 6 (Kogut). A home inspection is not a guarantee, but a risk assessment tool: Dickey at para 38. iii. The Duty of Care
