What is the impact of drug use on the health and safety of the public?

The danger that drug use in general presents to the youth of our country was commented on by Chevalier J. in R v. Groulx[3] as follows: In fact, unless we close out eyes and deliberately plug our ears, it is impossible not to be aware of certain widespread phenomena in our society: first, the daily increase in the use of drugs and narcotics; secondly, the fact that this usage us almost exclusively confined to young people; thirdly, the alarming ease with which users are able to obtain them, and finally, the deleterious effects that these drugs, especially “hard drugs”, produce on those that use them… If there is any area where it is obvious that the safety of the public, particularly the adolescent public, it is certainly that which concerns drug trafficking
