Nor can the municipal council agree not to exercise those powers, or create any rights which will prevent or hamper the proper conduct of the municipality’s statutory undertaking: York Corporation v. Henry Leetham and Sons Limited (1924), 1 Ch. D. 557, at p. 565.

Purely administrative functions, on the other hand, may be delegated to municipal officials: Bridge v. The Queen, 1952 CanLII 9 (SCC), [1953] 1 S.C.R. 8.
