To decide whether a law or governmental action violates the guarantee of equal protection, it is necessary to determine: (1) the standard of review based on the individual interest involved or the particular classification, and (2) the governmental interest asserted in support of the classification. (Dunn v. Blumstein (1972) 405 U.S. 330, 335, 92 S.Ct. 995, 999, 31 L.Ed.2d 274.) Here, appellants' interest in voting is at stake.
