11 That test considers (1) the private interest affected by the official action; (2) the risk of error under the procedures employed, as well as the likely value of additional or substitute safeguards; and (3) "the Government's interest, including the function involved and the fiscal and administrative burdens" that additional procedures may impose. (Mathews v. Eldridge, supra, 424 U.S. at p. 335, 96 S.Ct. 893.)
