A similar policy informs The federal Fair Housing Act: "The Fair Housing Amendments Act of 1988 articulates the public policy of the United States as being to encourage and support handicapped persons' right to live in a group home in the community of their choice. [Citation.] '[Section 3604(f)(2) ] is intended to prohibit special restrictive covenants ... which have the effect of excluding ... congregate living arrangements for persons with handicaps.' " (Rhodes v. Palmetto Pathway Homes, Inc. (1991) 303 S.C. 308, 400 S.E.2d 484, 486.)
