A petitioner seeking to bring a second or successive habeas corpus application must make a prima facie showing that his application satisfies the requirements of 2244(b). Pizzuto v. Blades, 673 F.3d 1003, 1007 (9th Cir.2012); 28 U.S.C. 2244(b)(3)(C). Section 2244(b)(1) requires dismissal of claims presented in a prior application.
