The following excerpt is from State By and Through Dept. of Water Resources v. Superior Court In and For Butte County, 208 Cal.App.2d 659, 25 Cal.Rptr. 363 (Cal. App. 1962):
[208 Cal.App.2d 664] As stated in the argument to the voters, the object of the amendment was to facilitate early construction of reservoir projects. The object and purpose sought to be accomplished by an amendment to the Constitution is an important factor in ascertaining the intent of the electorate in adopting such amendment (City and County of San Francisco v. San Mateo, 17 Cal.2d 814, 818, 112 P.2d 595), and the argument in favor of the adoption of a constitutional amendment sent to the electorate is some evidence of the intent with which it was adopted even though it is not controlling.
