What is the burden on a plaintiff to prove that the findings of a professional review board are not supported by the evidence?

California, United States of America

The following excerpt is from Phillips v. State Bar, 121 Cal.Rptr. 605, 14 Cal.3d 492, 535 P.2d 733 (Cal. 1975):

This court has pointed out on innumerable occasions that the burden is on the petitioner to show that the board's findings are not supported by the evidence. (See, e.g., Brody v. State Bar, 11 Cal.3d 347, 350, 113 Cal.Rptr. 371, 521 P.2d 107(3); Emslie v. State Bar, 11 Cal.3d 210, 219, 113 Cal.Rptr. 175, 520 P.2d 991(2).) Petitioner, however, has failed to meet this burden.
