Courts have since Tweddle recognized some narrow exceptions to the doctrine of privity in cases where relationships of agency or trust exist: see, for example, New Zealand Shipping v. Satterthwaite, [1975] A.C. 154 (P.C). In the present case, however, the District does not assert any such relationship, nor does it seek to rely on such exceptions.
