The following excerpt is from U.S.A. v. Su Bin, 2015 BCSC 1586 (CanLII):

If satisfied that the test for committal has been met, an order for committal of the person sought is issued to await surrender. Then the matter is returned to the Minister of Justice who makes the final decision as to whether to surrender the person to the requesting state: United States of America v. Ferras, 2006 SCC 33 [Ferras] at para. 7.
