With respect to issues of mixed fact and law, which in this case relates to evaluating the RPD’s IFA analysis and its decision to refuse to accept late material, I find based on Dunsmuir v. New Brunswick, 2008 SCC 9, [2008] 1 S.C.R. 190 at paragraph 53 that the standard of review is also reasonableness.
