So far as the standard of proof is concerned, it has been indicated in a number of cases, including that of Sen v. Discipline Committee of College of Physicians and Surgeons of Saskatchewan, supra, that the standard of proof is the civil standard based on balance of probabilities and not the criminal standard of proof beyond a reasonable doubt. No issue was taken on this point.
