When it is seized of an appeal from a judgment pertaining to a judicial review proceeding, the role of this Court is to determine whether the trial judge correctly identified the applicable standard of review and that he applied it appropriately. In other words, this Court must, for all practical purposes, step into the shoes of the trial judge and examine the impugned administrative decision in accordance with the relevant standards of review (Agraira v. Canada (Public Safety and Emergency Preparedness), 2013 SCC 36 (CanLII), at paragraph 46, [2013] 2 S.C.R. 559).
