Does the Registrar have an obligation to remind the petitioners to read the notice of hearing?

British Columbia, Canada

The following excerpt is from Windmill Auto Sales & Detailing Ltd. v. Registrar of Motor Dealers, 2014 BCSC 903 (CanLII):

Further, the Registrar was under no obligation to remind the petitioners to either read or read carefully the notice of hearing or the statutory provisions referenced therein (see Moreau-Bérubé v. New Brunswick, 2002 SCC 11 at paras. 79- 81). Therefore, I find that that there was no breach of natural justice or breach of the duty of procedural fairness owed to the petitioners in the overall context of the hearing of the complaint.
