What is the difference between a traffic light and a traffic stop?

New Brunswick, Canada

The following excerpt is from R. v. O'Kane, 2005 NBPC 22 (CanLII):

The policy reasons for distinguishing what might be referred to as regulatory stops from stops aimed at uncovering substantive criminal behaviour outside the realm of vehicle operation are readily apparent. There is an individual reasonable expectation of privacy fundamental to a free and democratic society that includes the right to move about without interference by the state, absent reasonable cause. Hunter v. Southam Inc. 1984 CanLII 33 (SCC), [1984] 2 S.C.R. 145 (S.C.C.)
