In the case at bar, I find based on my review of the evidence that the panel could reasonably conclude as it did. Its perception that the applicant was not credible effectively amounted to a finding that there was no credible evidence that could justify his refugee claim. In Sheikh v. Canada, 1990 CanLII 8017 (FCA), [1990] 3 F.C. 238, at page 244, MacGuigan J.A. wrote the following:
