Further in Regina v. Cam (1996) 1996 CanLII 230 (SCC), 1 S.C.R. 500, Mr. Justice Lamer endorsed the fundamental principles that a sentence should contribute to respect for the law and maintenance of a just, peaceful and safe society by imposing just sanctions, and that the sentence must be proportionate to the gravity of the offence and the degree of responsibility of the offender. The moral culpability associated with the commission of this offence is high.
