Does a letter of April 30, 2012 allege wrongdoing in a dental practice?

New Brunswick, Canada

The following excerpt is from Youssef v College of Physicians and Surgeons of New Brunswick, 2012 NBQB 253 (CanLII):

It is also apparent that the physicians whose comments are the subject of that letter were themselves not making official complaints. If they were to make an official complaint then the expectation is that any such complaint would be put on paper by such physician rather than filtered through a group discussion with some lawyer. In my view that letter of April 30, 2012 does not sufficiently identify any alleged wrongdoing within the definition used in the Violette v. Dental Society of New Brunswick case.
