[41] The existence of reasonable grounds is critical to the balancing of the values of privacy and crime detection. As stated in Hunter v. Southam (1984), 1984 CanLII 33 (SCC), 14 C.C.C. (3d) 97 (S.C.C.) at pp. 114-5: The state’s interest in detecting and preventing crime begins to prevail over the individual’s interest in being left alone at the point where credibly-based probability replaces suspicion.
