When determining responsibility, the court must consider the broad thrust of the publication as a whole, rather than minutely parsing individual statements. However, where the publication includes statements of both fact and opinion, the court may deem it necessary to isolate individual statements to consider the applicability of fair comment and responsible communication: Quan v. Cusson, 2009 SCC 62 at para. 30.
