Is patent unreasonableness the standard of review for findings of fact or law or exercise of discretion under the Administrative Tribunals Act?

British Columbia, Canada

The following excerpt is from Hudon v. British Columbia (Residential Tenancy Branch), 2012 BCSC 253 (CanLII):

It is common ground between the parties that patent unreasonableness continues to be the standard of review for findings of fact or law or an exercise of discretion under statutes to which the Administrative Tribunals Act applies. The decision of our Court of Appeal in Victoria Times Colonist v. CEPU, 2009 BCCA 229, leaves no room for debate on that issue.
