I have concluded that, even assuming s. 7 does extend to economic rights, it does not restrict the activities of the law society in establishing the conditions under which a practice certificate will be issued unless and until those conditions, as was the case with the denial of a billing number in Mia v. Med. Services Comm. of B.C., amount to an absolute denial of the right to practise law. The evidence here falls far short of that standard, even for the petitioner. The number of lawyers who have failed to renew their practice certificates for 1986 is very small in relation to the total number of practising lawyers in the province.
