In Laba v. Manitoba Dental Assn., a chambers decision released on September 13, 1989 [summarized 17 A.C.W.S. (3d) 485], I spoke of a self-governing professional body in the following terms: I must remind myself that the association is a self-governing professional body with statutory powers of self-discipline for its members. Members of that profession are uniquely qualified to establish the standards of professional practice and conduct. Its members are better qualified than legally trained judges in determining whether the conduct and/or practice of fellow members are below the requisite standards and what sanctions must be imposed upon their colleagues because of such low or diminished standards.
