Section 49.27 of the Act does not require that a suspension order be made if a restriction order would adequately protect the public: Law Society of Upper Canada v. Schulz, 2016 ONLSTH 153 at para. 51.
If something less than complete suspension can achieve the goal of sufficiently reducing the risk of harm, a less restrictive order must be the preferred intervention: Law Society of Ontario v. Dick, 2019 ONLSTH 55 at paras. 24-25.
