18. In any event, the evidence before me shows the strata council voted to proceed with these 2 disputes. In Starr v. The Owners, Strata Plan EPS 59, 2019 BCCRT 778, a CRT Vice Chair held that a strata council has the authority to conduct votes by email. However, the decisions made by email votes are not valid unless the vote is ratified at a properly constituted and minuted meeting.
