What is the effect of an assessment on a residential lot?

Laurentian Drive is a cul-de-sac, and 16 Laurentian Drive, the subject property, lies at the end of the cul-de-sac. The rear of the lot (forming, very roughly, its western boundary) backs onto a strip of wooded property which lies between Laurentian Drive and Marlwood Drive, and is owned by HRM. One sideline of the property (the southern one) abuts 14 Laurentian Drive (which was the subject of a previous assessment appeal: Jabbour v. Nova Scotia (Director of Assessment), [2005] N.S.U.R.B.D. No. 122 (Q.L.), 2005 NSUARB 128). Both parties in the present proceeding referred, in their evidence and submissions, to Jabbour.
