Neither the Act nor its By-Laws set down any statutory rules or procedure with respect to joinder of complaints. Counsel for Naveed has referred us to the oft-quoted rule that “tribunals are masters in their own home”: Prasad v. Canada[2]. This rule states that in the absence of specific statutory rules or regulation, administrative tribunals control their own procedures subject to the requirement that they comply with the rules of fairness and natural justice.
