4. To be valid, a local rule "must be consistent with the federal and state Constitutions, statutes, rules of court, and applicable case law." (Jameson v. Desta (2018) 5 Cal.5th 594, 612.) Accordingly, a local rule cannot relax statutory requirements and we do not interpret this local rule as attempting to modify the requirements in section 664.6.
