What is considered scandalous in the context of allegations that are not relevant to the issue?

Ontario, Canada

The following excerpt is from Pineau et al v. Ontario Lottery and Gaming Corp., 2011 ONSC 5822 (CanLII):

Generally, allegations inserted simply for colour that are not relevant to any of the matters in issue fall into the category of “scandalous” (see George v. Harris, [2000] OJ 1762). It is trite law that irrelevant allegations should be struck. It is also trite law that anything that is relevant cannot be considered scandalous.
